How do I donwload file attachements?

Help,

Must be old age but I can't download any of the zip files from the download section. When I click on the file attachment. My computer looks like it is starting to receive a transmission, MS symbol in Internet Explorer starts to turn, but all I get is a blank screen. I've tried right clicking on the attachment but don't see a copy file function.

Probably something basic but I'm stumped.
