Fanuc 10T spindle alarm

Hi!
A machine with Fanuc 10T & Ac spindle servo unit(A20B-1000-070.0) displays alarm on spindle pcb.
alarm leds are 2 & 8.
Fuse AF3 blows when we turn on the machine.
manual says 15V abnormal low.but i think they get low after fuse blows so its an effect not a cause.
manual also says to change PCB.Easy for manual to say that if there was a spare attached with the manual!
anyone care to help me out?

Please check you 7815 and 7915 regualator IC on your PCB

there is 7815 but no 7915.but there is 16315 IC in place of 7915.What is 16315,i cannot find any datasheet of it & cannot check if its equivalent to 7915.
plz advice.
