So you turn it as one
    Drill it as one
    Then on part off
    should be g0 X3.0Z-16
    g1x0f?
    g0 x3.0
    w-(16mm parting off blade )
    g1 x0

Alternatively you can do them as individual components using programmable work-shift G10

    Line is G10P0 Z- (workshift )

Does G10 work? If so make it as a sub program.
Main program should look something like this
    01
    M98 P0000 (0000=PROGRAM 0)
    G10 P0 W-11 (W OR Z)
    M98 P0000
    G10 P0 W-11
    M98 P0000
    G10 P0 W-11
    M98 P0000
    M30

Depends on you options you could place everything in one program
    O0000
    M98P00004 (0000= Program) (4=repeat)
    G10 P0 W33(Putting work shift back)
    M30
    N1000
    (Program goes here)
    G10 P0 W-11
    M99
