How do you mean doesn't work, jog does not or the spindle?

We have a makino FNC60 vmc with 0M control, some times we need to drill or take a milling cut manually in jog mode but dosent work unless we run a program.
any suggestions.

Put in handle, turn manual feed to desired rate, press axis dir. button.
Does it work without cutting load? If at all m/c does work in cutting load condition then what is alarm or problem noticed?
