    1988 VMC 40 Video/Control Issues

I recently aquired a 1988 VMC 40, the machine was stored for approx. 6 mo. with no power. I have the machine installed and have run into a problem with the monitor not displaying any information. I can turn the video switch off and a green line shows and ends in small green dot in the center. I have tried reseating the 1420-1 video card and checked the video cable connection. I contacted Flint and they think it could be the video card or the 1400-2 cpu board. The machine control does not boot up, I have checked the 5 volt power and I get the flashing red lcd lights. Is there any way to test the video card other than swapping with a new one? Is this machine limited to using the 1420-1 or will a newer version work? Thanks.
