We're slowly getting things closer to working.
The spindle runs as if it's getting power in 1 sec spurts. We've dissassembled the encoder and cleaned it. No change.
Any thoughts on where to look?

Look in the back of the machine at the spnidle drive.
theres a set of low voltage wires that go to a wire block 12-14 something like that.
Make sure all your wires are tight, also because they used solid wire and not multi stranded, you might have a wire break. so check those.
I had the exact same problem when I got one of my fadals and the wires were in the slot but not tighted, I believe mine was a jumper wire.
if you look up one of my old posts from 3-4 years ago it should be in there with a picture and how to check and also how to run with a 9volt battery ( which is cooler than ****)
Neal helped me out on that one through the phone at Fadal.
Hey thanks. I'm going to look that up.
I've since re-cleaned the encoder then re-set the height of the disc so that it's centered in the slot better and it runs smooth now.
The speeds are wonky though. Enter 4000 RPM and it sounds more like 10K. Enter 10 K and it sounds more like 5K. 50 RPM seems about right but 100 RPM is way too fast. It's end of day here. I'll plug through the manuals tomorrow. I welcome any suggestions in the mean time.
Re-programmed the spindle drive and now it's working much better.
What kind of spindle drive do you have? How did you reprogram it?
