Not Sure What this air cylinder does?

Can anyone tell me what the small pancake air cylinder on the side of the head on my 604 cnc mill does. I cant seem to figure out how it would work ,unless its not installed correctly. I can pull the cylinder out by hand and push it in but it really does nothing.

It is the spindle brake.
By default it is off, requires air to activate on.
