Looking for big vertical mill for repairs in Scandinavia or Northern Europe

Hi people.
I'm asking on behalf of someone at work, looking to repair a damaged part from a hydropower project.
They are in need of a vertical mill with a capacity to mill a circular ring with about 7 meter diameter. Total weight of the ring in question is about 30 tons.

I don't know the full details about the extent of the repairs and the precision, but we are talking checking if the surface is level to a certain degree, and if not all additional repairs, welding and milling, back to original spec. Timeframe: not know, but as quickly as possible, I would assume.

If you know any company with the expertise and equipment, let me know!

Thanks, I already know of Rainpower, but due to some copyright/production "secrets", I doubt the company in charge would send it to them.
Also, I'm not sure if they still make any parts in Norway? Do you know of any other with big machinery? Something in Sweden perhaps?
