Appears to be a gauge of some sort, closely resemble a wire or thickness gauge?

    Mr

This looks very much like a gauge used in tanneries pre WW2 in UK to check the thickness of leather in the final stages of the process of producing leather for shoes.
    But I could be wrong!

I know what that is! thought most people had at least one lying around ;-) it's to space nails for a shake roof, the larger gauge the nail the further apart they can be spaced! 228 refers to the building code ordance number for that providence.

    Honestly no idea!

It looks very much as the tools used to adjust the "tooth" in the saws to put each one in its correct position each other one is bended in the opposite direction, in spanish this is called "triscado" but haven't been able to find a translation.

I Attach a picture of a very old "triscadora"
