HELP! - HOW WOULD YOU PROG??

A little help please, how to program in G code for a simple task.

16mm thick bright mild steel plate held in a vice. 25mm drilled pilot holes at required places. How do I interpolate a 30.00mm bore using a 12mm End Mill with cutter comp applied so I can tweek the tool radius to allow for wear & keep size?

I am struggling with the approach in & out particularly.

I have put the cutter at the hole center (no comp) & moved it straight out to 15mm rad applying G41? & using G03 X Y I J sending it all the way round back to start position of circle. Then trying to cancel comp G40? moving back to circle center giving me an error which I cannot remember. So my attempt is obviously totally wrong. Can anyone give me a correct example? PLEASE!?!?

    Regards.
