stainless steel engraving machine

Hi!
I'm very nervous because its my first topic and my english is terrible but i really need your help.
I need an engraver to make signs on stainless steel but have limited $$$ ;-)
I thought I'll buy:

-cnc controller + stepper motors: http://cgi.ebay.co.uk/3-Axis-TB6560-...item3cab62d963
-power supply + Mach 3 software.
And my questions: is that router strong enough for stainless steel?
Are stepper motors strong enough?
Is that all what I need to start engraving or there is something I have missing?
Maybe it will be worth to buy 4 axis controller to have one circuit to have 'just in case'? (I dont need 4th axis for the time being but it could be 'spare' one)
