These are standard 3.5mm (~1/8") plugs, not much different from what you'd find on a regular headphone set.

Diameter: 0.138"
Collar diameter: 0.175"
Overall Length: 0.95"
Material: Brass
Insulation: Nylon

I need a clean cut right around where the arrows are pointing, at precisely 0.51" from the tip. The remaining upper portion is discardable.

These come in bulk from the manufacturer and they are cheap, however a custom run is not feasible, even if the cutting will cost more than the part itself. I need someone who can handle about 10,000 at time. If you can devise a streamlined system for feeding and cutting these, there'll be a lot more to come.

How clean of a break does it need to be? Can there be distortion of the diameter or flatness of the cleaved end? Is it solid and what type of brass is it? If ground, as a final task, what does the smoothness have to be?

Pretty clean, pretty flat and pretty 0.51" from the tip. I don't need polished, but a flat surface that doesn't look like rough sandpaper is desired. I've been asked this question a lot over PM as well and I can't tell what rough or smooth means from person to person. Then again, how to maintain length repeatability if the cut is too coarse to touch?

Wouldn't they would fall apart if you cut them?

No. The interior layers are molded together during fabrication and, even though you can pull them apart with some force, they won't just fall apart. I went over my prototypes with an endmill (which gave me perfect / better than needed results) - take a look at the picture below to see what it's like on the inside:
