| It is not an ASCII character, at least I think not. It is found in some True type font sets though.

| Wow, that is a new one on me. I've always used http://www.asciitable.com/ but I notice the difference is a zero in front of the character number in the table you referenced, but no zero in my table: 216 = ╪ 0216 = Ø So what is up with that? I thought there were 256 characters and that was it?

| Wiki gives a good run down on ASCII and Extended ASCII; it appears all ASCII characters are equal but some ASCII characters are more equal than others (to mangle an analogy). http://en.wikipedia.org/wiki/Extended_ASCII Reminds one of the G-code situation where the same code means different things to different builders.
