is Edgecam itself able to design full solid models or not?

I'm very confused about this topic....

Edgecam will not do it as a standalone application, but can import and do feature find(s) for
creating tool paths. Part Modeler is a sister application which can create solids and then be exported with a (one button) click into Edgecam.

That's to the best of my knowledge anyway!

i agree, regular edgecam can use a solid but not create one to the best of my knowledge.

the closest you can get is capping holes on a solid for maching in an edgecam cycle but i don't believe it will export even that.
