Can you post a picture, that sounds like a constant voltage transformer. I'm not sure what you're calling a neutral, are you measuring to ground? If so that may mean that one leg is grounded, not necessarily a bad thing. It is common to ground one leg of a 230 V isolation transformer. Between the output legs you should see 230V, even if one is grounded.
