Delta 10 / 20 CRT screen issues

We have two old machines and run good when they run. One acts like the keyboard is dead, and the other we turned on today and the screen does not come on. Any suggestions?

Opened cabinet on the dead screen machine and have 3 red LED's on the control boards. I did notice that the resistor on the large capacitor was missing. You can see where it has been scorched and there are 2 empty terminal fittings where the resistor should go. I opened up the other machine panel and there are 3 green LED's and the the resistor on the cap is a 1.5k Ohm 10 watt unit. I am searching for the drawings I have and these threads for voltage info.

Check voltage on dc power supply today on the Delta 10 machine with the dead crt.
T1 +5.12 vdc 0vac
T3-5 0v (ground)
T6 28.1 vdc .38vac
T7 -14.84 vdc 0vac
T8 +15 vdc 0vac
T9 & 10 115v input

The control boards left to right with the LEDs are #4 w/2 lit up (flashed on power up), #6, and #7 with the backup battery.
I re set the boards yesterday. Temp in the shop is 50-60F so will put a heater over there just because.
