Newbie- vacuum table question

I have a new job i just started and i'm a little lost. I am use to Hass mills cutting metal and now i am using a gantry style router with a vacuum table with mach3 software.
My question is:
#1.the vacuum pump has a water tank what's with that
#2 the water starts to get worm (too hot to touch the tank but does not burn)
#3 the vent stack (direct off the tank) seems to have a high volume of steam. Is this normal.
#4 the pump does not sound good ( cavitation ) when i do a good job sealing the table should their be some flow/leakage to help the pump?

this pump i believe came from china and their is not one marking in it. No brand name, no electrical spec, nothing
any help would be appreciated
