Is there a way to machine down a shaft/screw yourself?

Like if you have a 3/4" diameter lead screw, and want to machine down the last 1" to 1/4" diameter.

Any tools that can do this?

A grinder to get through the hard stuff and than a carbide bit.

I was going to include a "no lathe" statement in my post, but wanted to see if it would be mentioned.

I don't have access to a lathe. I guess I have to get the help of a machine shop.
