    Is that what you would understand from this document?
    Page 18 says you need a 12V-24V power supply, not 5V. So yes, you can power it from 12V.

    Could I wire in a 12v power supply to a power distribution block and run both the UC400ETH and the Relay also? Good practice or method, or not?

    Is there any other advice that I might not foresee being a noob that anyone could help me with as I try to get this beast in operation? Spindle control from Mach3 thru the MX4660 to the spindle?

    Anything?

    Yes.
    I've never seen an MX4660, so don't have any advise.
    But you'll get much better answers asking specific questions, which are much easier to answer.
