Do I need a fused switch, fused disconnect switch box or power filter, just not sure.

do you have a link to the original wiring diagram ?
in the small red box on the diagram you posted
it looks like there are six earth connections that could possibly be either
six DIN terminals like this -
or
six earth studs to connect wire directly to a metal chassis
or a combination of both DIN terminals and chassis mounted studs
if CNC ROUTER PARTS provide a physical layout diagram of the control box it should make it clearer what they have used

Also John-100 all the numbers in circles around them in the wire diagram is that a description of the item and if so were can I find the description?

I have not found any other reference to the numbers in the circles on the wiring diagram
when I search the cnc router parts web site ,
but I'd guess they are inventory reference numbers for all the parts used in all CNC Router Parts products
alternatively they may be just part numbers for your machine

In the USA, do not connect WHITE to GREEN (Earth Ground) in connected devices.
This is a requirement in some other countries, NOT in USA.
In the USA, the WHITE bonds to Earth Ground inside power distribution panels, NOT in connected devices, such as CNCRouterParts motor controller boxes.

As myself and others have stated neutral only connects with ground in the service panel.
There is an exception however, for example where you have system fed from either 240v 1ph only, or say a 3ph system and do not have a 120v for control voltage and use a step down transformer, in this case you have lost the neutral, so it is permitted to set up a 'local' neutral by bonding one of the secondary leads to the earth ground conductor right at the transformer, this conductor is now the enclosure local neutral and this is the only place it should contact earth ground..
