Tape reader: Sanyo Denki 2401-1

I want to replace my tape reader with a PC so I try to build my own RS232 to parallel converter. So far I can send serial data from my PC and I have made a circuit that reads serial data and send the data parallel like the CNC reads a tape. This part is fine...

But! I can't find the strobe on my tape reader. As far as I can see the strobe is not triggered by the strobe/feed holes on the tape. I think many tape readers trigger the strobe from this hole, but not my tape reader I think. The motor that drives the tape is a stepper motor, can the strobe be triggered by the stepper motor in some way? In some way I need to find out where to put the strobe from my circuit...
