video's starting and stopping

This is a problem that seem to have alot of fixes. I have tried a several of them but so far no improvement.
My problem is when I watch any video on any site, it will start and stop through out the whole video.
My system is a H.P. home desktop computer with 4 gig ram, 200 gig hard drive with a Athlon 64 processor. I am on Dsl and use the lastest version of Internet Exployer.
Is there a change on the computer setup that may solve this problem?

My guess is it's due to a slow dsl connection. I have a very fast cable connection, and I sometimes see the same thing.

When I watch videos (youtube, etc...) most times, I click the play button, then pause the video. Then let at least half the video load, before I actually start watching.

That gives the video a head start as far as loading in my browser.

I switched from IE8 to Google Chrome browser, I've made a couple plugins for Chrome, might start a new Chrome theme next.

You might want to also try Firefox 3.5. It's supposed to be much faster, but I haven't tried it yet.

I'm 99.9% sure the problem is your browser, here is why.

I have been playing around with Google Chrome the past week, & most times I use IE8. When I first found out about Chrome I downloaded the browser, but didn't really use it much, never watched video with chrome until today.

The videos on youtube load way faster on Google chrome, than they do on IE8.

I've read that Chrome is supposed to be faster than IE8, but you know how that is, everyone says hey I'm faster & better than all the others. No joke, Google Chrome is a lot faster, I tested about 5 videos on youtube with Chrome, & none of them lagged.

BTW,

I'm running an old HP with XP-Pro & only 512mb of memory (lol ), so I don't think that has much to do with the video stopping/starting. If I can get good video playback on youtube with 512mb of memory on Chrome, that tells me It's the browser (IE8) slowing things down.

I contacting my provider and they told me it could be the cable. I did do a speed test, which I do not what it means may be some of you will.

I ping the server with 68ms I got a response of: download speed= .15mb/s and a upload of .64 mb/s.
Late on that day I cut the computer off and cut the power off. I then turn the power back on and the computer back on and done another speed test.
This time the server was ping at 372ms, I got a respponse of: download speed .91,Upload speed of .56 and a ping of
372.
I then watch the same video again but this time no problem. It stopped one time but quickly loaded the whole video and I watch the movie. (Mchales Navy, TV series.)

I have paused the video in the past and it would take almost one hour for the video to load and would not take long before it stopped.
I am not sure if cutting the computer and power off did anything or the provider checked and found something. Your guess would be as good as mine.
