Key Reallocation any one?

I have very recently bought a flat panel monitor which has 32 keys built in. It has a cable that plugs into the keyboard socket on the PC.

What I would like to do is reallocate some of the keys example, change the Tab key to an Alt key.

Q, is it possible to reallocate keys on a keyboard?

If yes does anyone know of some software that allows me to do it?

Is there a way to do it with out software?

What I am hoping to do is use the keys on the monitor to operate my CNC machine and dispense my standard keyboard.

Any help would be very much appreciated,
