Can someone tell me what kind of resin i must use with carbon fibers to get flexible carbon laminate (something like diving fins)? Must I pay attention to hi or low viscosity resin, epoxy or poliester resin, or something else?

High/low viscosity will be the same once cured - my experience.
For underwater apps - you'll want epoxy or vinylester. Take a look at the following:
For dive fins you'll be able to create the stiffness you want near the foot by multiple layers or ribs - and still have a very flexible fin.
Note: Crosslinking of epoxy may be dis-advantageous for some aspects of the fin design. You can use epoxy OVER Vinylester - but not the reverse.
You could match Uni with BiAxial to tailor the design of the fin flexibility.
