gota be a dead short if it blows as soon as it is turned on. I would get out the multimeter and with the thing unpluged start checking everything to ground starting easy to get to things and progressing out from there. Or just get a ton of fuses? He seams to like selling those with out support?
seriously look for bare wires and loose connections.

Tell me more about your machine.
Where is its home position?
Can it use work offsets G54, G54, ect.
How long you have had it.
paste the first 15 lines of code from the program.
Is anything new or changed since the last time you used it?
Can you move it arround manualy (handwheel or jog buttons) without blowing a fuse?

i have had the router about 7 years, it is a green shoda, yes can run off g54 offsets. nothing has changed since last part run, yes can move everything manually but cannot start up with cycle start button.

Can you still run the last good run? (last part ran with out the problem)?
You might put a multimeter on the cycle start button, could be a short?

Can't find any record of specifying a fuse?
I believe you mentioned overtravel indication in all axis and I suggested that the 24vdc is missing. If you found a fuse blown then in all likelyhood it is a ground on the 24vdc ( or whatever the supply is for the over-travel string).
Could be pinched cable etc, relate what the fuse protects? what power supply etc?
You will have to logically detect a short circuit by meter on this power rail.
Also who makes the control?
