Electric power board trying to screw me

Ok, I have to blow off a little steam. I just built a garage behind my house so that I could get my machineing equipment and toys out of the house. Anyways, when I spoke the EPB (Electric Power Board) around the summer of last year, they said that they would run the power to the garage and hook it up free since I was already an existing customer in good standings and that the garage was built on my personal property for personal use. So I call them back after everything was inspected and tagged ready for power and let them know that it was good to go. They then tell me that my garage is considered a commercial building and that I will have to run the wire from the garage to the power poll and have it hooked up. They said this was a commercial building because it didn't have a bedroom, bathroom and kitchen in it. So I ran the power to the poll. I called them back up and said that it was ready for hookup. Now they tell me that I will have to pay a $200 security deposit (which they cannot tell me when I will get that back) and that I will have to pay commercial rates on the power. To me that just seems like they are trying to stick it too me without vaseline. Anybody else have this problem?

yeah but then I still have to put in a bathroom and that would be kinda hard since I didn't plan for that when building and now there is 6" of concrete that would have to be dugg up to put the drain in, etc etc. Seems to me if I have to pay commercial rates then they should be providing me with 3 phase power

Add a pitcher of water and a 5 gallon bucket.

    Think that'll work? LOL

Let me ask something. How many guys have shops in there garage running off of 100 amps? I'm thinking about just saying screw it and running the power off of the house. I have a 100 amp disconnect at the meter so it would be no problem to get 100 amps out there but I'm just nt sure if that'll be enough.
