I am not sure how long it has been (re)-instated, I just noticed today that ebay allows contact with any other ebay member, regardless of whether or not you have had dealing with them or not. It used to be normal when they first started, but they cut it off for a while, and only allowed contact if you were conducting a deal or during bidding. You just need to watch it is not a scammer though. Al.
