| ETM, Techleader, and most major tool holder manufacturers carry stock tools balanced to 12K which is your top end on an SS machine.

I can help you with the toolholders. Cat40's are balanced to 20K rpm with certs and run about $65.00 http://www.spindlemax.com/3.html |
