I would send this out to be Hobbed. Or you can try milling it if you have live tooling. Milling is going to take a long time though.

Find someone with a Barbra-Coleman Horizontal Hobbing machine.
Or a 4th axis indexer on a vmc. You will have to buy a form tool though.
    Try MoonCutter.

    external involute spline

the Citizen L32 has live tooling.it probably wont take that long to use a key cutter but i don't know anyone who can make the special form an external spline would need.
I wonder if i can roll form it like with a thread roller?

That's a bit too much material removal for cost-effective rotary broaching, although it may be possible with a rough and finish broach.
Fax your print to Slater Tools and see if you can get a quote on a 7700 broach holder and spline broach for that size.

I'm probably a little late with this response but I will send it anyway. If your Citizen is equipped, you can hob this spline right on the machine with your live tooling. We can cut this spline for you on a gear hob but it would be quicker to hob on the machine if possible. Let me know if we can be of assistance.

You should be able to get a spline hobbing attachment for your Citizen. I know I've seen them in use on some of the bigger Tsugami's.

If the cost of tooling is too much to justify bsed upon the part run and ROI, go with the previous poster.
