It does not have a tool setter.Sorry for not giving enough detail. It's a fanuc cnc mill/turn.Our company just bought it.It will be here tomorrow(20 Jan 2010).I never saw a cnc mill/turn in person, only in engineering books. But if you can give me advice on how to set a drill on a normal cnc mill/turn & cnc turning machine without a tool setter i will be greatful

Alot of this depends on the specific control...drills, center drills and endmills can typically be set up the same way regardless of if they are being used as static traditional lathe tooling working on the center of the part or working as live driven tools on mill / turn machines. The major difference here being the tool holder.
You must reference the centerline of the turret pocket to the centerline of the chuck. Once found this value should not change unless there is a crash or machine malfunction. This will be your X Geometry Offset. For end mills used to interpolate geometry on the face of a part, this becomes more complex.
The Z Geometry offset is established by the relationship of the length of the specific tool used and the finished face of the feature being machined. This is a critical concept to understand or you will place tools into material.
In fact, you may want to demand training on this machine / control prior to it's arrival.
