z axis return

On a stratos cnc router it will go to where it should change a tool and give me an operator message 2016 "Z axis zero return". I have to press the reset button and it will continue to follow the program without problems. Have tried to zero all the settings but does not help. Have also tried on MDI mode M06 T01 but nothing happens.

Any Ideas what else I could try?
