I had problems like this on our machine...

    Dugard Eagle 1000
The machine is the single door model with 24 Sidemount ATC, made by Chevallier of Taiwan Who in turn is owned by Falcon Machine Tools TaiwanROC.

Mine was to do with the way I had loaded the tools into the machine. Had to remove them all and start again. Learnt a lot about this machine in last few months, most good

    LOADING TOOLS:

Create New Tool in tool table. If tool exists already skip.
Select required tool and press Load to add the Tool into Software Magazine, panel provides nearest vacant slot number automatically. NOTE: Real tool still not in machine yet.
Once the tool has a numer in the magazine, call the tool into the spindle by pressing In Manual, then cycle start. This makes the machine believe that it now has the required tool in the spindle.
At this point you can manually load the tool into the spindle.

Follow proceedure for each new tool, and to save time later, touch each tool onto your probe/tool clock/slip gauge/workpiece to get a length measure on each new tool.

I have tried loadin the tool into SPINDLE instead of tool location but it then treats the tool as a manual one and will not park it in the ATC

There are probably other ways to do it, but this is the way I found that works reliably. You soon get used to the sequence of buttons.

PS. let me know if you ever have problems with spindle alignment and ATC arm colliding with spindle dogs.

    HTH

    John
