What Regulates The Speed (IPM) Of A Machine?

I'm using stepper motors and was wondering how does one get the best speed? Is it based on the voltage/amperage of the motor?

Your stepper motor drivers regulate the speed of your machine along with your computer.

You have to choose the appropriate size of motor for your machine. A motorcycle does not go fastest with a truck engine in it. And a truck won't go best with a motorcycle engine either.
