Arrow 1000 will not start machine side

Our Arrow 1000 boots up with no issues but does not turn on machine power (it does not throw an alarm?). The machine serial # is 7049-AOB-99-0710 the control # is 91203813. The Vickers Acramatic Vector Model 24/2604AV03 shows a fault condition. All of the Acramatic Servos AS10300 are flashing a U. It appears these (blue) units were made by Kollmorgan. Unfortunately I do not have the manuals for these units so I have no idea what the malfunction is. One of our operators stated the Y axis seemed to jump when aligning the at the last start up. I manually moved the X and Y axis, they are not binding. I do not see and obvious break in the cables. There are not many available knowledgeable Acramatic 2100 service Techs here in the US (not to mention near South Dakota) so any help would be greatly appreciated.

Hello if you press and hold the green on button can you move the axis?
if you can and the power goes off when you release the button then check that the end panels on the outer guards are in place. if you cannot move the axis then switch off the machine and turn off the main isolator. turn the machine on ( 1st press of the green on button ) have somebody watching the display on the blue and white drives in the cabinet. they will have a 'u' - for undervolts - showing press the green on button for second time and see if the display changes. is your schematic number 91203813 A or B?

Hello Mallardfizz! The machine does not move after boot up when I press the green machine power on and hold it, the pendant does not allow it, no errors come up on screen. The U flashes on all three drives as soon as the main line in power is turned on, they remain flashing the entire time and do not change after the second press of the green machine power on button. The control diagrams I have show rev A. Thanks for any help.
