I guess you could figure out a way to power up the control without the whole machine getting power, but I don't think it would be of any use... The I/O and drives wouldn't be getting the correct signals to the control so that it would initialize - so I don't think you would get past the 900000 alarms you'll get. I seem to remember that my Arrow's control is set to run on 220 as well... not that it couldn't be set to run off 110 - but then the monitor power doesn't come from the control computer. Honestly I don't think that would be worth your time.
I think mine has an ISA ethernet card, I'll take a look tomorrow to be sure.
