Acramatic 900 V2 protocol? Dataline help needed

I've got 2 5vc-750s running 900 V2's and I'm struggling my way through setting up DNC. Im working with both Predator's EditCNC and HighlandDNC's Shoplink software and both have the same issue. Neither one will send the CTS (Clear to Send) in order to get the controller to transmit to the machine. I've got all handshakes turned off in order to simply blast a program into the machine, and it works, but without the CTS the machine won't send anything out. I can jump the signal from DSR (Data Set Ready) to CTS and it will send out the program successfully. Jerry at Highland wanted me to find out of the controller is a Level 1 or 2 protocol. He has done a number of them in the past, but can't seem to figure out why this one won't go w/o manual prodding.

Dave Lyle at Siemens got me to try the jumper which was the first time it ever worked.

    Any ideas/experiences?

    Some progress...

One of the guys I've been dealing with found an old Cincinatti document showing 5, 6, and 20 together and 4 loose. I tried it and now I can up and download w/o the paperclip.
