Newbie help required

Hi all,

Just bought a 3040 4 axis chinese machine and when I plug in the power cable from the control box and press the power switch all the motors start up and don't stop. Is this because I haven't hooked it up to my PC or some other problem with the control box?

I have emailed the seller but don't expect a reply till tomorrow so was wondering if anyone had any ideas?
