Which both LEDs are you talking about? Don't assume that we are in the same room...
What does "get a lot receive timeout" mean? Is it working occasionally or not at all?
How would we be able to help you if you are not giving more information?

In that other thread you posted this picture and asked basically the same questions. My answer was:
Now you have changed the bps to 9600 but still have RTS selected. It is very difficult to help because a lot of information is missing. One major question is the VFD configuration. I have no idea about how to configure that VFD, or if it is really a Modbus compatible VFD. Some Chinese VFD are not Modbus, even though they claim to be. Some work with a special plugin, some don't even have the electronics necessary for communication. I don't know yours, but I think you need to make a lot more analysis on your own and describe everything you do before we can help. Your questions are very generic and not possible to answer without your ACTIVE help. Can't help you with the configuration of the VFD, but things to watch out for is:
Is it configured as you have configured your serial port, which is 19200, 8N1?
Are you really using RTS? What sort of interface are you using?
Do you get a port opened OK message (don't remember the exact syntax) after you click "Open"?
Is the port used really Port 3 in Windows? Have you checked with a serial analyser that it is really sending something?
Can you really read a Holding register? Normally you are writing to holding registers and reading input registers.
Many things can go wrong but this is a start. Anyway, I think it is more appropriate to start your own thread about this than hijacking this one.
