make a keyway on milling

I need to know if someone try to make a keyways on milling with M19
I have milling Horizontal milling and vertical machining center Mori-Seiki

I check that with many supplier on tooling for broaching (Eltool, Elmass, Officina Meccanica) and both tell me that's not necessary to "lock" the spindle. (just use M19 M CODE).
