Complex 3 axis machining help

hello, could any of you tell me how you would go about machining this part for use with a 3 axis machine?

It seems to me you need mutliaxis machine to do this part , if you CAMWORKS2010 try area clearance for roughing and rest machine with multi tools , in finishing try constant stepover.
