How to sequence cuts for 3D?

I have been cutting profiles for a while and have learned to be decent at CAMing them just by trial and error.

How do I learn to set up machining operations for 3D relief shapes? I have been trying things like first horizontal roughing then vertical finishing, etc. But where do I learn how to structure my machining operations "correctly" for different types of shapes?
