what don't you understand? The handwheel turns a worm that drives a worm gear(2j547) for speed adjustment. This wraps a chain(2j572) around a pulley (2j514) that will pull down the clutch arm (2j507). When the arm is pulled down against the clutch the two sheaves (2j533)(2j534)force the belt out to a larger diameter, which in turn increases the pitch diameter on the driven clutch and decreases the pitch diameter of the drive clutch(2j668).

I got the lever action that when you crank the speed adjuster the lever is pulled down pushing the two drive cones together. What im stuck on is in order to transfer the belt motion to the spindle these must be press fit or in some sort of splined shaft (like a quill) so that you can move the top cone up/down but still transfer energy. From the picture it looks like the lever is bearing supported on the top cone but I don't see the cone moving

the two sheave halves transmit their power through the straight sided spline that moves with the quill. the upper sheave half slides on a bushing (up and down)and is keyed to the lower half (so the two sheave halves rotate at the same speed). the lever arm pushes down on a collar with a bearing(similar to an automotive throwout bearing in a manual transmision)
