You are correct.
Without it, with the quill all the way down, there would be a 2 inch gap above the quill where trash could get in. The slot goed to the back.

I'm in the process of reassembling the quill head and have hit a stumbling block. It's the quill skirt. I didn't take a picture of make a drawing of the skirt installation when I took the head apart. So actually, I have two quesitons.
1. What does the skirt do?
2. How does it install? Do the tabs slide up and down in the slots on the od of the quill? I have the quill installed and then I'm figuring I need to install the skirt, so I'm thinking the skirt goes in from the top with the tabs up and into the grooves, then the felt business screws into the top of the quill? Have I got it close to right?

p.s. This is an older J head bridgeport and is going to be used as a hobby machine only..when and if I change out the spindle bearings, is there a chance I could juse the 6 thousand series bearings and save a few hundred dollars?
