Series I Y axis voltage problem

I need help with my Y axis voltage. If I measure the voltage for the X and Z axis they measure 10 volts DC each but my Y axis measures up to 65 vlots DC. My X and Z axis will jog but the Y feels like it is trying to move, if I hold the pully it seems like it is fighting itself, obviously there is to much voltage going to it but why? All of the axis's run off the same transformer right? I did the flip the Acc board trick and the same problem persist's.

    Any help would be appreciated.

Flipping the ACC swaps the X and Z circuits. Not the Y.
Voltage is half of the equation. Current is the other half.
At 8 amps the voltage drops to about 10VDC. As you run the axis in rapid, the current drops to about 2 amps but the voltage goes up to 65 VDC.

Thanks George, so in my opinion I should be looking for a bad switch, or possibly a motor problem?
