You can get the sidelock holders like you suggest or you could look into the quick change system that Tormach sell, which I suppose is the same as it uses sidelocks but would be easier and faster for tool changes.
Another option is to make up small collars for each size of cutter you use and have a set screw in the collar. Slide the collar onto the cutter to the desired height then tighten the setscrew, when you put it in a R8 collet you will have a positive stop for the tool and the repeatability should be reasonable.
