Default 2J head rebuild, What did I miss??

Just finished a 2hp 2J head rebuild top & bottom end. The problem is now I have no speed adjustment. The spindle only turns when its set at its lowest speed. I'm puzzeled by the design of the motor side VS unit, as I see no mechanism that causes the VS unit on the motor to move the sheaves closer together. On the Vari-disc assm.P/N 1036 there is a large spring retained by a plate and two # 10-32 screws but what is the pressure of the spring acting against?? The front VS unit sheaves are pulled together by the chain off the worm gear driven speed adjustment.

Ok, its now going just fine and oh so quite. I called Barry Walker @ H&W Machine Repair and Rebuilding, he quickly figured out I had left the 2 # 10-32 screws in place so the variable speed pulley could not function

Thanks to all who gave this thread a read.
