Layer-UCS-Post manager? where is it?

I have 2 seats of V22. 1 computer has it - the other does not. I can't see any menu item to open this manager window. The other one (Data-CAM tree) is there.

Go up to the top where all the icons are. Right mouse click in that area. Should be an option to click it on or off in the pop-up window.
