I am having trouble skining anything on this. anyone have any suggestions?

selecting individual chains has fixed the problem!

did you try to use the cross section Just select the top and bottom profile and go tp solids cross section

What I would do is extrude the profile , then I would cut the top with another surface to get the angel on there.

Or

Do a surface planner for the bottom surface, cross section for the sides

Then snap a ucs for the top profile and use a surface planner.
