V23 goes behind solid

I'm trying to cut three radi on rectangle. I can get it to work with "extents" option on but when I go to "part bottom" extents it cuts behind the radius. It will not stay on top of the part. I have gotten it to work if I include the top part of the rectangle but thats taken 5 hrs to cut just 2 passes. I would like to cut each individual radius on it own. If you flip the part over you will see that it cuts into the sides or sometimes it will do the back of the radius all the way to the bottom.
