In v23 you just click on other, click on rectangle in drop down window, Then enter your length, width and origin then hit OK

If unsure of the size of your oval, beside using measure, you can right click the working area after selecting the oval , click entities summary, then use the bound and center of gravity measurement to help you draw the rectangle with the exact size and origin.(providing the oval is square with X or Y)
